My understanding (and I don't pretend to know all of the ins and outs) is that in reality the "Office for Budget Responsibility" already exists - it just doesn't have that title.

The civil service currently prepare all of the budget information and pass this to the Chancellor who then has the ability to change it to suit his purposes. What has effectively now been announced is that the Chancellor will no longer be able to amend what the civil service produces and to reflect this has given the relevant section of the civil service a shiny new title to reflect the change.

My guess is that this is the tories setting up a process to distance themselves from what is undoubtedly going to be bad news coming out of the new department.

I think it will be ok if it is a budget monitoring type thing which stops expenditure above an agreed budget but I think the responsibility for setting budgets has got to rest with the elected politicians.

I don't think a politician should be able to hide behind a civil servant on key decisions.

i'm not sure i f i understood what you said here

but i think the idea is that they are not wanting to hide behind the civil service but get the civil service to expose what the last elected government ministers did to the economy!

i could be wrong like as i dont understand that much either :-)

what I was getting at is that politicians have decisions to make on taxation and spending and where the money goes.

Those decisions must stay with the elected politicians in my view.

I believe that the whole issue is mainly about forecasting of growth and taxation etc - i.e. the civil service can do all of it's research etc and come to the conclusion that the economy is going to grown by say 1.5% this year.

Previously, the chancellor could have looked at this figure and decided to revise however he wished (generally to suit his lying, thieving purposes). This then sets out how much money the country has to spend overall.

Much of labour's deficit / debt is due to setting spending levels based on unrealistic growth figures which have not been achieved and have therefore not brought in the expected tax revenues.

The current proposal would still leave the decisions on the level of taxation and spending etc in the hands of the chancellor - but these would need to be based on the civil services own figures rather than ones that the chancellor had manipulated.

On the face of it, it seems like a good idea - I'm just sceptical about the majority of stuff that comes out of george osbournes mouth....
